Mozambique issues first waste recovery certificate

Mozambique has issued its first waste recovery certificate through the Kolekt Exchange, marking an early step towards compliance with forthcoming Extended Producer Responsibility regulations. The certificate was issued by Topack, one of the country’s largest recycling companies and a long-standing partner of Kolekt.

The certificate confirms that 247 tonnes of post-consumer polyethylene terephthalate have been purchased, processed and sold by Topack. The verified volume is now available for purchase, either in full or in part, via the Kolekt Exchange platform, which was launched in November 2025. The platform has already facilitated certificates in Indonesia and Nepal and is expected to expand to additional markets including Brazil, Canada, Colombia, Kenya and Vietnam.

The Kolekt Exchange provides fast-moving consumer goods producers operating in Mozambique with a traceable mechanism to demonstrate progress towards upcoming EPR targets. It also enables companies based outside the country to assume voluntary responsibility for the recovery and recycling of packaging volumes equivalent to those they place on the Mozambican market or in other regions where they operate.

Traceability is supported through the integration of Topack’s procurement processes with the Kolekt digital system, allowing recovered material to be linked to individual transactions within the informal waste sector. This includes documentation of payments made to waste collectors above the national minimum wage. The approach is intended to strengthen transparency within recycling supply chains while supporting formal market access for informal collection activities.

According to Topack, revenue generated through the sale of certificates is expected to support further investment in recycling capacity, including the sourcing of plastic waste from northern regions of Mozambique located more than 2,000 kilometres from existing processing infrastructure. The company also plans to continue providing stable purchasing conditions for informal collectors through guaranteed offtake arrangements.

The certificate is available at a price of USD 150 per tonne. Purchasers receive digital verification in the form of a certificate document and a QR code linked to the corresponding record on the Kolekt Exchange platform. The verification can be used for regulatory reporting and corporate communication purposes.
