Central voucher validation in Malta DRS

Malta has introduced a central voucher validation platform within its deposit return scheme (DRS) to improve the security and traceability of voucher redemption processes. The system, developed by Sensoneo, is operated nationwide by BCRS Malta. It enables real-time validation of deposit vouchers, supports fraud prevention and establishes a cen-tralised framework for financial settlement across reverse vending machine (RVM) net-works and retail systems.

Interoperability across retail and technology systems

Fragmented voucher validation processes can lead to duplicate redemptions, financial discrepancies and operational inefficiencies. This goes particularly in systems involving multiple equipment and software providers. The central voucher validation platform addresses these challenges by enabling cross-redemption of vouchers across retail chains and locations. At the same time, it maintains interoperability between different RVM manufacturers and point-of-sale systems.

The infrastructure allows scheme operators to retain central financial oversight while avoiding dependence on individual technology providers. This supports the development of interoperable DRS systems across the packaging value chain and facilitates integration with existing retail environments.

Implementation in Malta

The deployment in Malta connects RVM networks and retail checkout systems via a central server that validates vouchers at the point of redemption. Retailers benefit from automated verification processes, which reduce manual handling and limit exposure to invalid or duplicated vouchers. The system also enables vouchers issued at public collection points to be redeemed across participating retail locations, while retailer-specific vouchers remain restricted to designated outlets.

The platform supports multiple POS providers with differing technical requirements, ensuring that retailers of varying sizes can participate under consistent validation and reporting standards.

Central voucher validation is increasingly relevant as deposit return schemes expand across Europe. The Malta implementation demonstrates how digital infrastructure can support secure voucher handling while enabling scalable system operation. By centralising validation and settlement processes, operators can improve transparency and maintain control over financial flows within the scheme.

Sensoneo reports that its DRS-related IT systems are currently deployed in several European countries, supporting large-scale deposit systems and contributing to the ongoing development of standardised and interoperable recycling infrastructures.
