Harmonisation of packaging rules
The PPWR introduces common requirements for packaging within the European Union. According to the Commission, harmonised rules are intended to reduce regulatory fragmentation and improve the functioning of the internal market for packaging. In parallel, the regulation addresses environmental impacts associated with packaging waste.
Rising packaging waste volumes
In 2023, packaging waste in the EU amounted to an average of 178 kilograms per capita. Projections indicate a potential increase of 19 per cent by 2030 compared with 2018 levels. Plastic packaging waste could rise by up to 46 per cent over the same period without additional measures.
Clarifications on scope and definitions
The PPWR guidance provides further interpretation of key provisions. It defines criteria for distinguishing between manufacturers and producers and clarifies which items fall within the scope of packaging. The document responds to requests from stakeholders for greater legal certainty.
Requirements on single-use and substances
The guidance outlines restrictions on single-use packaging and addresses the application of limits on per- and polyfluoroalkyl substances (PFAS) in food contact materials. It also explains requirements related to reuse targets.
Extended producer responsibility systems
Further explanations are provided on the implementation of extended producer responsibility schemes and the establishment of deposit and return systems. These elements are central to improving collection and recycling rates within the EU.
FAQs and legal status
An accompanying set of frequently asked questions addresses practical issues raised by stakeholders since the adoption of the regulation. The Commission notes that both the PPWR guidance and the FAQs are intended to support interpretation but do not modify the legal provisions of the regulation.
Next steps in implementation
The guidance document will be translated into all official EU languages prior to formal adoption. The Commission is also preparing delegated and implementing acts covering areas such as harmonised reporting formats, labelling for waste sorting, recycled content requirements for plastic packaging and recyclability criteria. These measures are being developed in cooperation with Member States and industry stakeholders.
