Digital waste shipment transition underway

On 27 March, the European Commission convened the waste shipment expert group with representatives of EU Member States and industry stakeholders. The meeting took place two months before the 21 May 2026 deadline for new waste shipment rules and focused on the introduction of the digital waste shipment system (DIWASS) and transitional arrangements for Annex VII procedures.

DIWASS rollout and training measures

The Commission outlined the current status of the digital waste shipment system and its planned deployment. According to the Commission, the system is expected to be operational in time for the transition. In response to concerns raised by FEAD and other stakeholders, the Commission announced that instructional materials, including videos, will be made available on its website to support users during implementation.

Registration timeline raises concerns

Stakeholders reiterated concerns regarding the operational readiness of the digital waste shipment system. At the time of the meeting, the system was not yet available for registration, although large numbers of operators are expected to enrol. The Commission stated that registration will open on 21 April 2026, leaving approximately one month for Member States to process and approve applications before the system becomes mandatory.

Operational readiness and implementation challenges

Industry representatives emphasised the need for sufficient preparation time, access to training and testing environments, and adequate technical infrastructure. They pointed to delays in system development and limited administrative resources at competent authorities as factors affecting readiness. The implementation of the digital waste shipment system is expected to require coordinated efforts between operators, authorities and the Commission to ensure compliance and continuity of cross-border waste shipments.
