Comstock Metals secures permits for solar recycling

Comstock and its subsidiary Comstock Metals have received all required regulatory approvals for the commissioning of an industrial-scale recycling facility for end-of-life solar panels and photovoltaic materials in Silver Springs, Nevada.

The Nevada Division of Environmental Protection – Bureau of Sustainable Materials Management  has issued a Written Determination Permit for the processing of waste solar panels and photovoltaic components. This approval follows the Air Quality Control Permit granted on January 5, 2026, completing the permitting process required for facility commissioning.

The fully permitted facility is designed to process more than three million solar panels per year on a continuous production line, corresponding to up to 100,000 tonnes of waste materials annually. The plant integrates crushing, conditioning, extraction and separation technologies to recover metal concentrates from photovoltaic modules.

All major processing equipment was ordered in advance, with deliveries largely completed in the fourth quarter of 2025. Installation, testing and commissioning activities are scheduled for completion in the first quarter of 2026.

A significant share of installed solar capacity in the United States is located in the southwestern states, including California, Arizona and Nevada. As early-generation photovoltaic installations reach the end of their operational life, volumes of decommissioned panels are increasing, driving demand for compliant and environmentally managed recycling solutions.

The Silver Springs facility is intended to serve regional demand for solar panel recycling and to support the recovery of secondary raw materials from photovoltaic waste. The project is positioned as a foundation for potential expansion of similar processing capacity in other parts of the United States.
