This standard would replace current paper-based processes under the Waste Shipments Regulation (Regulation (EU) No 660/2014 of 15 May 2014). FEAD welcomes the EDI feasibility study and is convinced that an EU-wide system would increase traceability of shipments and improve the functioning of the internal market. A harmonised system applied in all member states will facilitate cross-checking and consistency of data submitted across the EU. Moreover, an electronic system would accelerate the overall documentation flow and speed up procedures, hence decreasing the administrative burden on companies and competent authorities.
The Commission is expected to come up with an implementing act to provide for the technical and organisational requirements for the practical implementation of the system. FEAD urges the Commission to take concrete action now and to not wait for a next revision of the Waste Shipments Regulation before doing so.
FEAD experts strongly believe that the EDI should cover not only notification but also information requirements (so-called ‘Annex VII’ documents), since these documents represent the bulk of paperwork handled by waste management companies.
