The decision assigns the Landbell Group subsidiary responsibility for implementing producer responsibility requirements for textile products placed on the California market.
SB 707 establishes a regulatory framework for the collection, repair, reuse and recycling of apparel and other textile products in California. The legislation introduces extended producer responsibility (EPR) obligations for producers and defines organisational structures for the management of post-consumer textiles. Landbell USA will operate as the designated PRO and coordinate programme implementation.
In this role, the organisation will oversee the management of covered textile products sold in California. The tasks include preparing a Producer Responsibility Plan and coordinating the systems required for collection, repair, reuse and recycling. The programme is intended to reduce textile waste and extend product lifecycles through the development of recovery infrastructure and consumer information measures.
Implementation activities will begin with an assessment of the existing recovery infrastructure for textiles covered under SB 707. The assessment will analyse available collection and treatment capacity and identify gaps in the current system. In parallel, Landbell USA will initiate producer outreach activities. Producers subject to the legislation are required to register with the designated PRO by 1 July 2026. The organisation will maintain a registry of participating producers in order to support regulatory compliance.
The governance structure of Landbell USA includes a board representing producers of different sizes and product categories. According to the organisation, operational oversight will include annual financial audits and regular reporting to CalRecycle on programme development and performance.
