CEFLEX supports EU recycling standards

The Circular Economy for Flexible Packaging initiative (CEFLEX) has acknowledged the publication of the EN18120 series by the European Committee for Standardization. The design for recyclability standards establish a European framework for the development of recyclable flexible plastic packaging and aim to harmonise requirements across markets.

The EN18120 series is based on an extensive standardisation process involving stakeholders from across the packaging value chain. It provides a common reference for aligning design criteria, supporting comparability and enabling implementation of recycling solutions at scale.

Contribution from industry initiatives

CEFLEX contributed to the development of the design for recyclability standards, including work on polyethylene and polypropylene flexible packaging. The initiative incorporated findings from its Designing for a Circular Economy (D4ACE) programme, which includes testing conducted with independent laboratories and academic partners.

The standards define minimum requirements and terminology for recyclability. Complementary guidance from CEFLEX focuses on practical application, offering technical explanations of material compatibility and design choices relevant to recycling processes.

Role in future EU regulation

The EN18120 design for recyclability standards are expected to support implementation of the Packaging and Packaging Waste Regulation. The European Commission plans to define harmonised criteria for recyclable packaging and an assessment methodology through secondary legislation, with adoption anticipated between 2027 and 2028.

From 2030, or two years after the adoption of these acts, packaging placed on the EU market will be required to meet defined recyclability performance criteria. The regulation предусматривает the consideration of European standards, positioning EN18120 as a relevant technical basis.

From standards to application

While the EN18120 series establishes requirements, the D4ACE guidance provides additional technical detail for implementation. The guidance is supported by testing data from more than 600 packaging samples and over 1,700 data points related to sorting and recyclability performance.

This approach is intended to assist companies in translating regulatory requirements into product design decisions and to reduce uncertainty in preparation for future compliance obligations.

Industry alignment and next steps

The development of design for recyclability standards and associated guidance is ongoing. Further refinement is expected as regulatory frameworks, technologies and recycling infrastructure evolve.

CEFLEX encourages stakeholders in the flexible packaging value chain to assess existing packaging formats and adapt designs in line with current technical guidance. Open-access resources and continued collaboration are intended to support alignment and implementation of recyclable packaging solutions in Europe.
